What BCA registration means

The Building and Construction Authority is the government agency responsible for Singapore’s built environment. Among other things, it runs the Contractors Registration System, which places construction and specialist contractors into workhead categories and grades according to assessed technical capability, financial standing, track record and management systems.

Registration is a requirement for public-sector project work, and it is increasingly asked for in private work too — by MCST councils approving works on common property, by managing agents, by commercial landlords, and by insurers assessing a water damage claim. For a homeowner it is one of the very few objective signals available before you let someone open up your bathroom floor.

It is not a guarantee of a good job on its own, and we would never claim otherwise. What it does guarantee is that there is an assessed business standing behind the work, with something to lose if the work is bad. That is the whole point of it.

What does BCA registration actually mean?

Why should a homeowner care for a small waterproofing job?

Because the failure mode is expensive and slow. A poorly specified repair does not fail on the day — it fails in eight months, after the contractor has stopped answering the phone, and by then the water has been in your screed the whole time. Registration does not guarantee a good job on its own, but it means there is an assessed business behind the work rather than a phone number and a van.

Do MCSTs and commercial clients require a registered contractor?

Frequently, yes. Managing agents and MCST councils commonly require registration, insurance and documented method statements before approving works on common property, and commercial landlords usually do the same. If you are a subsidiary proprietor arranging a repair that touches common property, ask your managing agent what they require before you appoint anyone.

Does registration cover the workers who turn up at my door?

It should, and this is worth asking about specifically. Ask whether the crew are direct employees or day-hire, whether they hold current Workplace Safety and Health training for the work involved, and whether the company carries public liability and work injury compensation insurance. A registered company that subcontracts to an unvetted crew has passed the paperwork and failed the point of it.

What documentation should I expect on a residential job?

A written quotation with a defined scope, the products and system being used, the method, the duration, and the warranty terms — before you commit. On completion you should get a warranty document and, where relevant, the water test result. If a contractor will not put the scope in writing, the price is not really a price.

How do I verify a contractor's registration myself?

Ask for the registered company name and UEN, then check it against BCA's public contractor directory. Do not accept a photograph of a certificate — check the register. We are glad to provide our details for exactly this purpose, and we would rather you checked ours than took anyone's word for it.

Are cheaper unregistered contractors always a bad idea?

Not automatically — there are good tradespeople outside the system. But you are taking on the risk yourself: no assessed track record, often no insurance, and a warranty that is worth precisely as much as the person offering it. On a leak that can damage a neighbour's property as well as your own, that is a lot of risk to carry to save a few hundred dollars.
